What phone card works best to call a cell phone in Manila,Philippines from San Jose.CA?

I’m looking for a good value, with good clarity on the phone call. I have found cards that cost $5-$6 for about 20-25 minutes, which isn’t great–and the call is often dropped several times, or sounds very bad.

I have tried Yahoo Messenger with voice also, with mixed results…

What is best phone card for calling from USA/Canada to France?

When I say “best,” I mean MOST RELIABLE as well as cheapest. And when I say “Cheapest,” I mean the ACTUAL rate as opposed to the advertised rate! A lot of these phone card companies will advertise a very low rate, but then they count 1 minute as if it’s 10 minutes and before you know it, the card is charging you 10 times the listed rate!

I will be living in France for several months, and I want friends/family in North America to be able to call me for the lowest possible rate. My French cell-phone will have free incoming calls from anywhere, and if my friends/family can get a low rate, then the overall price will be very low. Is this possible with a phone card?
