If I use a international calling card with my cell phone how do I get charged?

Do the minutes from my cell provider just go like a regular phone call or do I have to pay more even though im using a card?

I am looking for an international calling card to call to Kyrgyzstan and am looking for a card with a low rate but most important to me is the connection and clarity of the call. It does no good to have a low rate and not be able to be connected or you cannot hear the person when you make the call so please if someone knows of a card that is consistent please let me know. I have tried on line cards before and sometimes I could get through and could hear and most of the time I would have to try many times or wait till the next day and then I could not hear the person for the breaking up on the line. Best international calling card/phone plan to South America?

So far I’ve been ripped off by Phone Card Smile and a few others that tell me I can call Ecuador for $.10/minute, but then what it turns out to be is… NOT! So, does anyone know of any reliable, fairly inexpensive calling cards or phone plans for calling Ecuador from the U.S.?

How do international calling cards shop on the phone bill of the person you’re calling?

I know it shows up as 1999659045 on the phone itself but how does it show up for location?
It’s an AT&T calling card used in Kuwait.
does it cost the person receiving the call any more than a normal phone call?
but will it show up under the location “kuwait” on my phone bill? or what?
